Paragraph 2 What was the article about? Who was the intended audience? What was the author’s Purpose?
Paragraph 3 What were the five indicators that need the adjustments in public safety
Paragraph 4 Why are these changes needed(cite the information and ideas)
Paragraph 5 Was the author effective in his point of veiw (write whole paper in third person) conclude paper.
