Define key terms such as Cyber, Cyber Operation(s), Cyber Attack, and other critical terms as need for this research. Such definitions will change depending on many factors, much like the definition of terrorism, but this research will establish definitions as needed for this research alone. Provide the understanding that for this research, current laws on cyber operations are sufficient to create such a document and that the primary source of these laws will be the Tallinn Manual. Introduce the three methods used to establish the creation of a roadmap to acceptable use of Cyber Operations.Variable. Apply current Chemical Weapons Convention (CWC) arms control treaty framework as a model for a cyber operations arms control treaty or agreement. This section will attempt to create some ideas for a Cyber Operations document. Thoughts as to whether an agreement or treaty would work better or if modeling after chemical weapons is a viable option.Variable. Use the Origination for the Prohibition of Chemical Weapons as a model to establish an international inspection agency for cyber operations. This section will attempt to provide some models for the inspection and enforcement of any agreement or treaty. What the inspection element would be required to inspect and what powers they would have.
