When evaluating the extent to which the website is transparent, please consider how accessible the information is (do you need to search for a while to find budget info, or is it easy to find things), how balanced the information is (does it appear overly positive or balanced), and how comprehensive the information is (is a breadth of information available touching on a variety of functions or is there a lot of a single type of information?).
