You are looking to provide feedback that your peers can actually use to improve the report their writing rather than general and/or vague feedback that provides no specific guidance and demonstrates an unwillingness to reciprocate the effort your peers have made to help you with your writing.
The key is to prioritize, point out what is working well, and provide 2-3 major suggestions for the team in addition to any draft markings you would like to make.
Here are some questions to help guide your analysis, though you do not have to address every one of these–only those issues that stand out to you as the imagined audience.
Has the author included all the required components for this report, as instructed in the recommendation report assignment sheet (Links to an external site.)? (Front Matter, Introduction, Scope, Methods, Limitations, Results, Interpretations, Recommendations, Conclusion, End Matter) If not, whats missing?
Is the front matter complete, effectively composed, and convincing of a professional ethos?
Are the introduction, scope, methods, and limitations complete and detailed enough to provide the Career and Talent Development Department with proper context for the study?
Are the research results complete, objective, and detailed, and effectively interpreted towards the reports objective?
Are the recommendations logically based on findings, complete, clear, and detailed enough to be useful to the Career and Talent Development Department?

Is the writing style effective in cultivating clarity, conciseness, and a convincing professional ethos appropriate to the purpose, audience, and genre? (Click to see explainer video on voice and tone) (Links to an external site.). Is the writing grammatically and mechanically correct?
