Compare and contrast the key tenants of the New Public Service with Older Public Administration and New Public Management (in terms of core principles, structure, organizational behavior, culture, environment, people & power dynamics), and make a case for a hybrid framework that brings the strengths of New Public Service, New Public Management and Older Public Administration together would be the best pathway forward for public service organizations. [NOTE: if you choose the third one, you must be specific about the key strengths of 2 or more of these theoretical frameworks that should be part of a hybrid approach to public administration in the future].
