Answer – yes I agree governments have a desire because without knowledge of current trends government would be irrelevant. Surveillance equals control and without control governments are weak. The government must know what other nations or doing for national defense. Police agencies would like new means of surveillance so they can bend the law for arrests.2. what are some of the issues that arise when technologies change faster than the laws that govern surveillance? Answer – Laws have to be written and approved so it can take several months or even years. Laws governing surveillance could end in debate for years. Technology can be changed overnight. Surveillance technology is not required to “go public”
