Policy Recommendation to Prevent Increased Conflict In Nicaragua

Feedback: First, I would consider adding sources that address the theory or implementation of conflict prevention. In the ICAF section, this could give more depth to the assessment by helping define the roles of actors or structural conditions in the likelihood of conflict etc-for example, identifying a strong uprising of young people in civil society could be potentially problematized or strengthened by appealing to different literatures on the role of young persons in conflicts or to the ability of protests to achieve reform without revolution. This could also be useful in the recommendations section so that it is clearly explained how these programs will lead to desired outcomes. We do have limited space in which to incorporate theory and literature on these issues, but I find even a brief mention and a footnote can strengthen an argument. Second, it is not altogether clear how the conflict driver of international actors is addressed by policy recommendations or made moot by domestic actors. Principally, is there a way to overcome international apathy towards the situation, or are these recommendations able to be implemented without the support of states?
