Did Japanese leaders embark on the Pacific War with sound anticipation of the likely nature of war?

Have you written papers for the Naval War College in the past? Here is the question I need help with: According to Clausewitz, “The first, the supreme, the most far-reaching act of judgement that the statesman and commander have to make is to establish….the kind of war on which they are embarking; neither mistaking it for, nor trying to turn it into, something that is alien to its nature.” Did Japanese leaders embark on the Pacific War with sound anticipation of the likely nature of war? It has to be typed in 12 font, Times New Roman, and double spaced with footnotes and a bibliography. More of an essay paper than a formal research paper. Also, 1 inch margins.
